Meet Steve Stanley

Development+ President Steve Stanley has decades of experience in economic development and government with a specialty in infrastructure and incentive financing. Over his career, he has successfully led dozens of key development projects with an impact of $1.5 billion+ of economic investment in the region. In addition, Steve’s commitment to our bikeways, roadways, bridges, and parks led to another $100 million+ to improve the quality of life for everyone within the greater Dayton community.  Steve is a recognized, hands-on expert on complicated infrastructure development and financing that supports the region’s growth. He is a single source for highly specialized strategy, coordination, delivery, and communications.

Steve's Background

Steve was the founding Executive Director of the Montgomery County Transportation Improvement District, (TID), a special-purpose local government created in 2001 to finance and expedite high-priority transportation improvement projects supporting significant economic development in the county and region. During his career, Steve also served as Director of Community and Economic Development for Montgomery County, Vice-President of Danis Environmental Management, and Executive Director of the Hocking/Athens/Perry Community Action Agency.

 

After retiring from the Montgomery County Transportation Improvement District in 2024, Steve’s passion for helping the region’s economic development and growth continues, and he founded Development+ in 2025 to continue these efforts.

Community Engagement and Recognition

Steve is actively engaged in the community where he lives and works. He is Head Coach of Oakwood High School’s Speech and Debate Team State Champions. Steve received the Diamond Coaching Award in 2024 from the National Speech and Debate Association.   

 

In addition, Steve has served in leadership positions on many community boards including:

  • The Ohio Conference of Community Development

  • County Corp

  • The Dayton Area Chamber of Commerce

  • The Dayton Contemporary Dance Company

  • The Montgomery County Arts and Cultural District

  • WDPR/Dayton Public Radio

  • The Dayton Metropolitan Housing Authority

  • The Austin Interchange Joint Economic Development District.

Miami Valley Planning Commission’s Regional Partner Award

 

In 2024, Steve was the recipient of the Miami Valley Regional Planning Commission’s Regional Partner Award, which recognizes those who work together to achieve a common goal across the Region.

​

Steve received this award because he was instrumental in forming the Montgomery County Transportation Improvement District to support the betterment of the area for all residents. The organization cited that his positive attitude and willingness to work with others resulted in several successful infrastructure and development projects.

​

At the ceremony where Steve received this award, the planning commission said, “Mr. Stanley has been a valued voice on infrastructure finance for some time. He is the Region’s expert in infrastructure finance, and he has been very helpful to counties and municipalities in securing funding for their projects such as the Austin Interchange at I-75 and US 40 City of Union and City of Dayton projects that have brought thousands of warehouse and distribution jobs to the Region.”
